There's several different ways you can approach it. If you don't really want power levels to be a core mechanic for your rp, you could easily leave it up to player discretion and discuss it with the powers to see who might be stronger than who and why.

If it is going to be a core mechanic, you can make character slots for different ranks of power levels. Say you make 3 slots for Rank S power levels, and then 3-4 slots for Rank A, 3-4 Rank D-B, etc. That way at the start of the rp it's known who is at what power level.

From there, you could create a merit system or something. The more character development a character has, or if a character wins so many battles, or a player posts so many times or helps progress the story you can reward them with a power up.

It's a lot of DM discretion, but you can lay out the specifications to which you approve a power up so that people know you're giving these out fairly, if you're afraid of being called out.
